The Collegium of Magic
Raeluna has magic users who are not Arcanists or clerics, and these intelligent and talented individuals are largely trained and regulated by the Collegium of Magic, a school and society located on the bleak Island of Morayel. Separate traditions do persist, like the Magi Clan of Anvard (who used to run the school) and the Drop Mages of Mehujael. All other practicing mages who sell their services to commoners, merchants, rulers, and adventurers are expected to pay dues to the Collegium, whether they were trained by the magisters of Morayel or not.
The severity and enforcement of these rules varies by Island, but eventually non-registered and unaffiliated mages are found and made to pay one way or another.
